Spencer was born on 12th February, 1979 in Melbourne. He was raised up in Melbourne and completed his schooling from Canterbury Primary School, Malvern Central School. He later joined private Scotch College. He also completed his VCE and had an opportunity to join Monash University, however, he denied to join college to make career in acting.

Spencer made his acting debut in Neighbours (1994-2000) where he portrayed the role of Billy Kennedy. In 2005, he again played the role of Billy Kennedy to celebrate 20th anniversary of the show. In 1998, he also provided his voice for Triten Jr. in an episode of Hercules: The Animated Series titled “Hercules and the Son of Poseidon”.

He also is playing the character of Lieutenant Matthew Casey as a guest in Chicago P.D. and also had appeared as guest in Chicago Med in the same role.
